but hang on, they can check the 3rd ump to see if it's a four, and they can check the 3rd to check who should be on strike following a dismissal, but they can't check the 3rd ump to see how many runs should be awarded and who should be on strike?

Pretty sure if Dharmasena was spewing some BS to the public he'd get pulled up on it and sanctioned by the ICC pretty severely.

Simply saying that the ICC praised him could get him into some trouble.

Idm him saying what he did. You can't go about regretting the outcomes of following proper processes in decision making. He doesn't make the rules, he's paid to enforce them, and he did it to the best of his ability. And if the ICC did praise him, then fair enough for him wanting to make sure people know this. He's copped so much **** from ignorant fans as of late, can't blame him for wanting to stick his chest out and defend himself a bit. He's only human after all. A human who loves the game and his committed his life to it, and by all accounts is generally very good at his job.
