I'll start with a short and probably false history of inter-war Estonia: the Estonian independence war was a clusterf*ck with too many sides to count, including but not limited to nationalists, communists, pro-Russians, pro-Germans, proto-Nazis, pro-"my land is my land"; eventually the remaining rebels, after slaying communists and proto-Nazis, ended up nationalizing most of the estates formerly owned by a handful of German noblemen, creating 70,000 new independent smallholders.

It went pretty well in terms of economic output, though the newly enfranchised farmers installed a strongman to defend their interests and preventing further expansion of this franchise. Since decommunization, the heirs of the families then ennobled have been highly encouraged to take their land "back".
